Federal & District Investigation Bureau (FBDI)
Citizen Datawarehouse - The Federal investigation will provide Homeland Security approved civil agencies the ability to draw a geo-fence in an area and contact individual via FEMA services, or receive personal profile and business information for their own use.
Domain Zone Business/Investigations - Both Federal & District agencies will be required to monitor new Homeland Security domains that operate to allow physical inspections and ensure Operation Administration and its corresponding civil agencies are operating correctly. These will be random checks, based on local resources.
Homeland Security Domain Requests - With a warrant, the FBI would have access to request domain logs from Homeland Security of which personal profile was making the request.
FCC Login - With a warrant, the FBI can receive information on personal profile, and/or business logins.
Electronic Restraining Orders - The court system can create requirements around limiting where criminals could go with an association of a geo-fence, or a domain zone business or house.
The investigation bureau would monitor the personal profile and the domain zone locations, and alert the owners and the DOJ when an infraction occurred.
Suspicious Vehicle Monitoring - The FDBI will receive data from vehicles where it can track citizens driving around in random places. The FDBI could deploy FDBI personnel, aircraft, or DOJ to investigate based on legislation.
There are many districts where people sleeping in cars is a problem, in other areas it's not a concern where people might be tired from driving on long trips.
Other algorithms can deployed. For example, people gathering in places, etc.
Suspicious Flight Monitoring - The FDBI will receive data from aircraft where it can track flight patterns for investigation.
Suspicious Vessel Monitoring -The FDBI will receive data from vessels where it can track flight patterns for investigation.
Notification Offender Notifications - When Housing and Urban Development, or Operation Administration provides a rental agreement, mortgage or business permit they must provide to the FDBI to notify citizens in the area based on legislation.
Citizen Gathering - With a warrant for suspicious behavior, the FDBI can query citizens in a location that can be compiled. For example, a list of personal profiles of a motorcycle gang in a house. The court systems will allow the FBI to do this with a warrant from a judge outside of the town.
Camera System - FDBI will manage the camera system for all places that require them based on local General Administration laws. FDBI will also provide the capability to view footage based on a warrant provided from the court system.
All camera systems must be tamper-proof and labeled use the NIST standards to identify an FBI camera vs. a non-personal camera via touch stream.
FBI camera systems will be located in all facilities based on legislation.
Audio Systems - FBI will install audio capture systems where people are at risk of having altercations in closed quarters (for example, a bathroom).
Where audio systems are not available, a Domain Zone application will be available for people to record audio they want if they feel like there could be an altercation.
In court cases of other jurisdictions, citizens can request a domain zone and date and time and receive the audio for court cases.
Counterfeit - The local treasury will have the ability to turn in counterfeit and receive real cash, where a report will be issued to the FDBI with the location.
The FDBI will be responsible for finding the locations that money is being used illegally and finding the individuals.
DOJ Complaint Access - The FDBI will have access to all complaint data levied against licensed DOJ agents where they can provide court cases to handle the issue.
Investigation Management -
Licensed agents will participate in crime scenes with the DOJ.
A domain service application will allow people to submit tips and information for investigation.
Serial Crimes - The FDBI will compile DOJ blotter information and investigate serial crimes.
Missing Persons - The FDBI will provide an API directory of missing persons, and will participate in public service announcements.
