Federal & District General Administration
The objective is to have a federal and district counterpart for all government services. For example, we have a Federal Social Security and District Social Security. Each one of these agencies will have the following capabilities to manage their government functions. These agencies basically take over the function of the presidency at the federal level, and the city at the district level.
Advantages of this approach over the federal/state/city/county approach.
Risk evaluation of the General Administration Federal & District levels.
Federal & District - General Administration districts are deployed at the Federal & District levels to manage all the civil agencies required to operate their jurisdiction correctly.
Since we are breaking up a city, and letting federal agencies provide districts under their mission locally, the General Administration is used to oversee all the local or federal districts that they manage all the functions. They are the bird's eye view of the district agencies. The federal jurisdictions can create requirements on the district in their by-laws where they we will be implemented as we go.
Cross Agency By-Laws - The General Administration board will have the ability to weigh in on issues for other civil agencies and will be identified correctly when collaborating on issues with the public on other civil agencies. For example, the Federal General Administration could override a vote on Federal Social Security. These by-laws are always managed by the General Administration boards with the public.
Funding - Manage all sidewalk and pedestrian byways for the district along with DOVT.
Data Maps - Each General Administration Agency can provide many map service with it's geo-fenced coordinates.
The master list of maps will be provided by the NITS service where they are all GA maps are registered.
When maps overlap, a selection will be available to switch between them. For example, DOVT will have a federal map, and as you go into a city, their local DOVT district can provide a more detailed map with custom overlays.
Permits - Provide permits for agencies to use land and/or resources, public performances, fundraising, and other public events that occur in the districts. This would include public concerts, farmer markets, informational gatherings, protests and other district-wide events. General Administration will have a permit application that will provide to licensed DOJ officers to view where the permits are located and their use case.
Statues - Manage all the laws around statues and bid them out and provide the funding to build them.
Grants - Provide grants to the public for city projects from tax income.
Cross District Communication Network - Provide a communication network in the Federal & District administration district's that allow various civil agencies the ability to communicate with each other along with the permissions via cell-phone or a CB application. For example, FEMA fire department would be able to communicate with the DOJ's communication infrastructure.
Personal Profile Bills Provide bills to the personal profile when a phone or a vehicle enters a zone based on tax rates for citizens.
By-Laws - Provide by-laws around board capabilities.
Pardon- GA can pardon people for crimes.
Bidding Platform - Provide a bidding platform for vendors as the work requires it. For example, District Parks could provide a bid for a baseball field from approved vendors.
Voting Legislation - Each agency can provide legislation around voting requirements, where GA technology staff will implement the requirements.
NITS Test Scripts - NTIS will manage the test scripts for all deployments by the GA technology staff to ensure integrity of the system, and review all code changes and sign-off on the deployment.
Market Opportunities - Legislation can create opportunities for the market that might not exist. Agencies can provide a requirements for new technologies for the market that would pre-approved by NITS.
Dictionary - At the federal level manage the service domain for the dictionary for the English language, and allow people to vote on changes. Provide an API so dictionary companies can provide services to the market.
Press Releases - Each board member can provide press releases. Any site must retrieve the entire payload from the .gov website where it's shown with a seal that can be clicked to validate it, where it goes to the original legislative site. For example, fbi.us-civil-agency.gov.
All seals will be protected by the NITS approved operating systems where they cannot be replicated.
Homeland Security will handle any complaints about wrong doing of using a governments name and likeness, send it to court and prosecute. A link and API for these complaints will be returned with the domain requests.
Technology - Provide GPS data around walking data in their district from the FBI's Citizen Data Warehouse.
General Administration will be responsible for making sure all walking is safe in the city, and will receive data from the Citizen Data Warehouse with the tracking of people anonymously to understand city trends.
Domain Application Zones - General Administration districts will manage the domain zone applications for their general district, and ensure backend services are available to support them. They would own the "city" applications that are run when people press the Application Zone button on their phone and ensure the B2B services are available to integrate into them. All district General Admin districts must provide at lost and found application with instructions when citizens find an item, or have lost an item. Most likely meet at the police station.
Containers - Containers would be available for all agencies that can be deployed from various vendors to meed the needs to the business and government markets.
Associated Domains - Provide a directory of service domains that the legislation is supporting. For example, Federal Social Security will have a federal-social-security.gov domain associated to the Federal Social Security Legislation to handle all the Social Security functions for the market.
Once the legislative body votes in a new domain, it's added to Homeland Security where a certificate is provided from Homeland Security to the location.
Domain Issue - Provide a role for users in an agency that will handle domain issues and business permit issues.
Board History - Provide a history of board members as they are removed and added for the public.
Startup - A city can convert to a district by city and state approval. The following districts are required to switch:
- Department of Justice
- District Emergency
- Social Security
- Securities and Exchange
- District Trade Commission
- District Commerce Department
- District Department of Transportation
- District General Administration (city appointment)
- District Food Administration
- District Court
Board Assistance Personnel - Each board can have appointed assistance that ensure in various cases can approve various district actions.
Starting Legislative Bodies - The legislative system will have the ability to start new legislative bodies based on board vote, the ability to set all the rules of the legislative body will be defined and managed the board that created it.
Agency Owned Asset & Resource Management - The following requirements are required for the asset and resource management module:
- Allow sub-administration agencies to assigned to districts to manage many agencies need.
- An asset directory to identify and label assets including vehicles, tools, materials and other information.
- The ability to transfer assets and humans resources between sub-administration agencies.
- Provide reporting on the use of assets and human resources base on job data.
- Manage asset yards for at rest resources.
- Provide all the Human Resources to pay employees based on compensation legislation.
