Federal & District Trade Commission (FTC)

The FTC for the most is enforcing their laws via suing and fining companies. This has not served anyone well except the US Government, and minimal payments to customers. The FTC Civil agencies objective will be to implement FTC laws in the form of technology for better enforcement and future compliance.

Content Filtering System - Provide a content filtering system to the marketplace to ensure content is not a national security risk, age categorized, content type categorized so citizens can disable certain content in media platforms, and be identified with a Media ID so they can be blacklisted in FTC districts and used globally in the marketplace.

It's important the FTC provide a content filtering system to the market as large technology providers have taken over the role of providing safe content. We will bring this back to the domain system, so every website is safe and the market can operate correctly.

The more we depend on big-tech for content moderation and age restrictions the further intrenched in their monopolies we will become.

Ensure the content filtering system checks the Federal General Administration dictionary for approved words.

Child Protection Services - Provide child protection services for parents that enable parents to manage and view their children's devices across all device platforms (phone, gaming platforms, TV, and Vehicle OS's). Parents will be able to turn off their children's phone, gaming system, or another device, or monitor it with their own application on their phone and/or computer. They will also assign permission to allow babysitters, and other caretakers to do the same. These rules will come from the dependents in the personal profile between the parents and children.

Approve Physical Media - Provide content filtering services to approve all physical media that is printed on t-shirts, books, magazines, newspapers, stickers, and other physical media items. These rules can be approved both federally and locally via age and category blacklists. Our children continue to see obscene stickers and t-shirts, and our communities must have the ability to control this based on their laws. Department of Justice can ticket people who come into cities with content that is illegal. NITS will approve all software that creates these artifacts and ensure the content filtering is in place based on legislation.

Public Service Announcements - Provide a platform that allows various civil agencies to provide public service announcements over various media platforms. For example, DOVT could provide public service announcements about e-bike safety. Requirements will be set by the board on how often these must be played based on public concerns.

Media - Manage all the media standards, domains, and application container providers for the marketplace in partnership with the NITS. The objective will be to ensure all participants are communicating correctly in the marketplace in regards to media. This will ensure the media market is operating fairly and equitably in the marketplace. The current marketplace has found both customers and content providers in the media confused about finding content and getting paid for it.

FCC containerized TV's will allow people to find networks, and play content based on the FCC media purchase agreements.

All containers can be associated with any domain zone.

.news business permits will have a satire attribute associated with them with a badge.

Ensure the supply chain of media does not extend past a content creator, and a network. If we do not, a single source of truth will appear in the market which is a risk for the sanctity of information.

FTC Media Purchasing and Reporting Requirements

The FTC will manage the API purchasing and reporting requirements for business owners that want to sell media.

This includes:

  • The ability to purchase the content one-time.
  • The ability to purchase a public performance license.
  • The ability to sign up for a subscription.

All media based containers must implement the standards as they go through container approvals.

Ad Network - The .ad-network domains that provide ads will have counts on how many were displayed, how many were clicked, and how much revenue was generated. NITS will provide standard in formats to allow them to be easily added to websites.

Use Case :

A component is provided on a web page with the .ad-network service you would like to use along with the NITS ad standard.

A user clicks on the ad, where the ID is sent to Homeland Security with domain request and reported to the FTC as an ad_instance_id query string.

When a purchase is made the ad_instance_id can be provided via the transaction process where it's also report the FTC.

Reporting - Handle reports from Homeland Security for the media based domains, and NITS media players where content is being rendered without regard to its original intent and categorization by content filtering systems.

Advertising Complaint Services - Allow citizens to up-vote advertising complaints that are overreaching in the marketplace. For example on a sports fields when watching TV.

Press Passes - Provide education and press pass licenses to the market, and ensure all media platforms provide a compliant media pass badge, with a link to the FTC to file complaints.

Social Media Influencer - Provide education and media influencer licenses to the market, and ensure all media platforms provide a compliant influencer pass badge, with a link to the FTC to file complaints.

Legislation - Manage the legislation for:

  • Safe screen time for child protection services
  • What constitutes needing a press pass or social media influencer license (number of impressions)

Trademarks - Enforce trademark laws for media content

Grants - Provide funding at FTC districts at the federal, state, and local levels for public-funded media to offset business-based media. We must ensure there is always on offset for media where this a profit motive.

Product Statements - Ensure all product claims have a census ID when posted in advertising or on-line media that can be linked to. Along with showing the census badge, ID and/or QR Code. For example, millions sold. The business making the statement must provide evidence that its true.

Media Black List - Based on legislation, manage a black list of media by ID, or category in FTC districts or UPC (physical media) based on legislation. This will enable:

  • To ban obscene bands from playing locally or federally.
  • To ban music on public juke boxes based on legislation.
  • To ban music on devices based on legislation.
  • To ban books and records based on legislation.

Approve Menus - All menus added to the domains will be approved by the FTC via the content filtering system. The FTC will also handle all complaints on menus that are displayed via zone applications. District FTC also can fine people for breaking laws in regards to physical menus and legislation. The content filtering will just ensure explicit names are not used.

UPC Verification - District FTC will approve all products being made to ensure:

  • They are easy to unpack
  • They are easy to operate and instruction manuals are provided and clear
  • They are easy to setup
  • They are easy to use
  • All return processes are clearly defined and understood.
  • All review sites are associated and clear on the UPC site.

UPC Attributes - Create standards for all UPC codes so they can be compared, and found in the market place. For example, all hats would have a head size that would be required as part of their UPC profile so it can be searched in the market place via product catalogs.

Artist Rights Legislation - Provide legislation that if content owners are not getting paid for their work (where there was no transaction for a payout that can be provided) that they retain ownership where they can add it to their .artist or .band domain names.
