Emergency Notification System - Develop a comprehensive emergency notification system that delivers alerts to all operating systems and logged-in devices of citizens based on their location. This system would serve FEMA, DOJ, and other jurisdictions for coordinated emergency communications based on Homeland Security G2G services.

This would enable:

  • Lifeguards send out messages to everyone sitting on the beach if there is a shark in the water.
  • Police agents notify residents and citizens in the area when a SWAT team is present.
  • Police agents notify vehicle operating systems of a car accident ahead.
  • Children to receive alerts during a fire when they are playing on their gaming systems.

FEMA Blotter - All districts would have an API for citizens to understand what is happening when its appropriate, along with a seal when it presented to citizens from the dispatch system.

All incidents must have a domain zone Id associated with them so they can be reported to the market.

Any sports related injuries must be provided to the Sports Authority for reporting based on the sports association domain.

Health Information - Receive health information from FCC devices, so when someone heart rate goes to 0 they can be dispatched to their location.

Multi-Jurisdictional Dispatch System - Establish a dispatch system that serves various jurisdictions while maintaining local redundancy capabilities to ensure continuous operations during emergencies. This would include the ability to:

  • Text with the local police department to receive police services.
  • Use a stocker application when someone is being followed to dispatch DOJ police.
  • Provide alerts to DOJ police when restraining orders are being violated.
  • Send emergency notifications to licensed individuals

FEMA would provide all the applications to agencies and FCC based operating system containers.

Federal & District Emergency Personnel Licensing - Implement standardized education and licensing for:

  • All federal emergency employees for disasters larger than a district.
  • District firefighters
  • District lifeguards
  • District ambulance drivers
  • District triage providers
  • District search and rescue
  • District hazards materials
  • Disaster operations managers, for local disaster response operations.
  • Community outreach agents for communication services during emergencies. For example, FEMA would license a police officer who was handling all the emergency communication to citizens and the subject during a SWAT operation.

District-Level Hospital Funding - Manage funding for hospitals at the district level to ensure adequate emergency medical capacity and resources are available for the district.

Each hospital would be responsible for managing its budget based on the medical professionals businesses that run within it.

A .hospital container would be available from the market to run a hospital that would be integrated with all the businesses that operate within it.

These businesses would responsible for handling insurance claims where applicable, and charge based on medical procedure costs.

Any loss of income based on defined income levels for professionals in the district would be handled by Social Security payments.

Disaster Response Domain Zone Applications - Using the FCC operating system containers, citizens will be notified of an emergency where a suite of applications will be available for them to use during the emergency from FEMA. For example, setting status, or requesting help. A comprehensive software platform will assist people in collaboration with command and control during emergency operation and post emergency.

A bidding application will be provided for citizens who loose property during an emergency event where FEMA will pay for all acts of GOD.

Act of God Event - Federal Board will declare an act of god event to initiate FEMA services.

Technology Standards - In partnership with NITS provide all the API standards, containers and domain zone applications from the market for:

  • Lifeguard agencies
  • Hospital facilities
  • Ambulance agencies
  • Fire & EMT agencies
  • Search and Rescue
  • Hazard Materials

Vehicle Standards and Vendor Directory - Provide all the standards for vehicles that are used in Emergency operations. Including:

  • Markings
  • Sirens
  • Communication Systems
  • Equipment

These standard must be implemented by all vendors that are provided in the directory.

FCC Vehicle Logging to FEMA - Ensure the FCC container in all emergency vehicles for all emergency operations where data can be analyzed. For example:

  • Vehicle Speed
  • Sirens On
  • PA announcements
  • Vehicle Speed
  • Camera Streams
  • GPS Locations

Also enure all license plates are read via front end and backend cameras OCR to the FBI to find license plates in the market that are on an FBI wanted list, where they are sent to the DOJ with their GPS location at the time.

DOJ Integration - Provide integration into department of justice districts to dispatch personnel for emergency events.

Fire Management - Provide funding, insurance and licensing for districts to enable controlled burns in Emergency Districts.
