Federal and State and District Department of Vehicle Transportation (DOVT)
Bike Registry - Provide non-vehicle (e-bikes, bikes, etc) registry to the marketplace for with ownership transfer capabilities, labeling, and identification with an RFID and a number. DOVT will also provide an application to the DOJ to identify the owner of items.
E-Bike Operating System - Approve all .e-bike operating systems displays, and ensure the FCC bootloader is integrated with all DOVT-based road requirements for bikes. Develop an interface from the FCC bike operating system container to the bike control system.
Licensing - Provide education vendors, and licenses to all citizens who operate a motor vehicle, or e-bikes, trucks, or other transportation vehicles on roadways and manage the integration between the states during the transition using local DOVT districts. When social security is implemented a state driver license will convert to a DOVT license based on the type.
The following are the current types of licenses that will be managed.
Driver's Licenses:
Regular/Class D License - For standard passenger vehicles, small trucks, and motorcycles (with endorsement) Motorcycle License/Endorsement - Required to operate motorcycles and scooters Moped License - For low-speed motorized bicycles (requirements vary by state)
Commercial Driver's Licenses (CDL):
Class A CDL - For large trucks, tractor-trailers, and vehicles over 26,000 lbs Class B CDL - For large trucks, buses, and straight trucks Class C CDL - For smaller commercial vehicles and passenger vans
Specialized Endorsements:
Hazmat (H) - For transporting hazardous materials Passenger (P) - For buses and passenger transport School Bus (S) - Specifically for school bus operation Tanker (N) - For liquid cargo transport Double/Triple Trailers (T) - For multiple trailer combinations
Recreational Vehicle Licenses:
RV License - Some states require special licensing for large recreational vehicles ATV/Off-Road Vehicle Permits - For all-terrain and off-highway vehicles
Age-Restricted Licenses:
Learner's Permit - For new drivers learning with supervision Senior License Renewal - Some states have special requirements for older drivers
UPC - Approve all UPC codes that are used in the vehicle space, and provide blacklists in districts.
Road Mapping - Manage all the maps in local DOVT districts and their usage. For example - pedestrian zones, bike zones, e-bike zones, etc. and ensure they are registered with the NITS global mapping services.
FCC Bridge - Ensure all vehicle control systems provide data to the DOVT via the FCC operating vehicle bridge including:
- AI details when AI gets confused on the road
- Potholes that are too big
- Vehicles that can detect drunk drivers in front of them
- Vehicles that can detect if drivers are drunk from swerving
- Provide a license plate that is valid in a DOJ warrant, etc.
- Notify FEMA when a car is in an accident
- Notify FEMA when a car is involved in an accident
- Vehicle location to the Citizen Data Warehouse
- Merge zone safety analytics
- Fatigue detection and notification
- Aggressive driving incident reporting
- Natural disaster evacuation route optimization to FEMA during emergencies to see where traffic is flowing best
- Provide location of pot holes that jar the vehicle to DOVT
Training Courses - Provide approved training courses for students while receiving their licenses.
RFID Touch Points - Provide RFID touch points as far away from the driver as possible in vehicles to ensure only passenger phones operate in the vehicle. When passengers want to operate their phone they would have to touch an RFID tag to turn it on to ensure it operates when the vehicle is moving.
Street Lights - Provide the equipment vendors, standards, training, licensing, bidding and funding to manage the street lights.
Vehicle License - Provide a vehicle license management platform to allow districts to approve vehicles and their payload purpose. Provide a catalog for transit pickup and delivery services based on the vehicle for the market.
Personnel Cameras - All DOJ licensed individuals must have cameras and microphones that stream to their phone and a DOVT media service that can be requested via a warrant.
Cleanup Services - Ensure DOVT districts have the funding to manage resources and vehicles for cleanup.
Taxi Platform - Manage a taxi platform that interfaces with all Taxi services including personal taxi drivers, and business providers like Uber, Lyft, WayMo, and licensed taxi drivers.
Bus Platform - Provide funding for cities to provide busing capabilities along with the technology platform to operate them. This would include both free bus capabilities and ticketed capabilities.
Lane Closure - Provide lane closure data and applications to construction workers on district mapping data sources for vehicles and citizens.
Vehicle Standards - Provide standards in the marketplace that allow vehicle parts to interoperate in the market allowing for more participants in the market. For example, a golf cart car company would have standard frames, bodies, motors, wheels, etc.
Testing - Provide testing facilities, safety requirements and license personnel to ensure custom vehicles are safe.
Camera Network - Provide a camera network on streets that updates the FBI citizens datawarehouse and vehicle data warehouse where with a warrant information can be derived to retrieve data.
Technology - Provide the standards and technology containers to buy and sell cars to the market. For example, .vehicles-for-sale, .bikes-for-sale, .e-bikes-for-sale, etc.
Gas Stops - Ensure their is a gas station on all freeways based on a 1/2 take of gas on an average MPG.
Bathrooms - Ensure their are EPA public bathrooms based on a 1/2 take of gas on an average MPG via the EPA serving the district.
Signs - Manage all the signs that are physically placed on the roads with an ID, where a digital equivalent is provided via its GPS coordinates. Also provide a oAuth process from portal street signs so they can be controlled. Provide a store to purchase signs for DOVT districts.
Legislation - Provide legislation around what DOVT required infrastructure is required, vs. what is custom based on federal approval.
Vehicle Identification - Provide the ability for district DOVT to license a vehicle and cargo containers and receive an ID.
The ID is placed on the vehicle via sticker, along with a RFID tag that can read from active readers when passed through.
Anytime a bill of lading is created at the department of commerce all vehicle DOVT IDs, and cargo IDs must be provided on the bill of lading where it can be read via the Department of Commerce when going through US Customer and Border districts.
Vehicle Access - DOVT will provide an unlock application via the FCC container to licensed FEMA, DOVT and Tow Truck drivers. All unlock actions must be logged with the personal profile for theft reasons. All FCC containers must have an unlock capability into the control system.
Rest Stops - Provide a directory of rest stops for travelers which must have EPA Bathroom and Showers.
Transfer - The ability to transfer resources between districts which will include:
- Handling transportation
- Transferring assets, resources and their cost.
Maint. Vendors - Have a directory of vendors that can work on all assets based on their type.
