Universal Product & Service Code Management

System Overview

Our country is being inundated with products and services that are unsafe for the public and often unusable. The UPSC database will ensure all products designated for our country, services provided, or items manufactured in our country have a valid UPSC code in the Federal District. All UPSC information and RFID codes must be provided on bills of lading for cargo imported to the country via the Commerce Department.

All foreign businesses must have a business in America to register UPSC codes.

A design decision was to have all product and service Ids in a single source to ensure blacklists and access for consumers is easy. The objective is to be able to enter an ID, Scan a QR Code, or Scan an RFID chip and have a single place to go to understand the extended product attributes and services.

Access

Agencies can decide to the USPC service directly for the management of their products and services, or integrate via the API depending on the use cases of the market.

Approval Requirements by Category

The UPSC registry system requires approvals when products or services are added. Below are the requirements for which agency must approve each UPSC by product and service code type:

Service Categories

All service-related codes will select a predefined service type and have their own service code created with a dedicated page available.

Example: A massage organization would select "Swedish massage" where a unique service code would be created for their business.

This ensures we have specific service product types for the market that are managed by their appropriate organization. For example, Human and Health would manage the product types for cosmetic surgery-related service types that medical service organizations would associate with.

Code Structure

  • Product codes: P--category-code-<uniqueid> header
  • Service codes: S-<service-type-code>-<uniqueid-to-business> header

System Features and API

Assignments

UPSC codes can be assigned to a personal profile, or a business and be transferred.

Blacklist Management

Federal and Districts will have the ability to blacklist UPSC codes and service types. Some cities do not want certain food, animals or other products in their districts, or specific medical procedures. This capability allows them to disable these during supply chain ordering, at customs and border crossings, and at point of sales.

Trademark Enforcement

Enforce Federal & District trademark laws when UPSC items are added.

Marketing Material

Provide the ability to upload marketing material for the marketplace based on the UPSC code, or service types if the owner doesn't want to create unique content. NIST will provide standards around the size of the metadata and types of content.

Instruction Manuals

Provide the ability to add instruction manuals to UPC codes.

Pre & Post Service Requirements

Provide the ability to specify pre and post service requirements for service types. For example, receiving information for pre surgery and post surgery of a knee surgery procedure that the market can use.

Reviews Integration

Provide the ability to associate review sites based on the product code type, or service type. The .review-sites will be provided their product or service code type in their Homeland Security Domain registration's Operation Administration permit.

RFID Registration

Provide the ability to register unique RFID IDs and associated metadata to product codes when they are produced for lookup by the market. Each RFID code must be registered with the following information:

  • Product Code Type (Toys, Phones, etc.)
  • Lot Information
  • Origin of Production
  • Expiration Date (If Applicable)
  • UL Device ID (If Applicable)

Additional metadata can be provided based on market needs.

Complaint Management

Provide the ability to handle complaints that are processed to the correct organizations for disposition.

Recall System

Each related agency will have a recall capability via the Department of Commerce if products are defective. They can notify the market of the RFID codes (from Department of Commerce) by selecting data based on attributes.

This recall capability will be sent to businesses who received the RFID products (received from Department of Commerce), and in case of public health emergencies will be sent via the FEMA dispatch system.

All recalls will also be logged to the RFID product and general notice to the UPSC product.

User Interface Features

Scan Capability

Provide the ability for mobile devices to scan RFID tags, or in the case of services, scan a QR Code and go to the UPSC Code Page.

Value Chain Integration

Anytime a product is created, packaged, shipped, provided for sale, received, or displayed, it must contain a valid UPSC Code that can either be scanned by a phone, entered manually, or used with a QR Code.

FTC Attributes

The FTC will ensure all products and services categories have attribute definitions that are clearly defined for the market.
