United Districts of America - Civil Agencies
Civil agencies are either federal or district based, or contained within districts.
There will be a Federal Parks Agency, a District General Administration Agency, and many district parks which could be a simple park for the kids, a baseball field, or a mountain bike park.
The point is, our federal parks will ensure districts have everything they need to do parks great! Any kind, at any time, any where.
There will be a federal Social Security, and a District Social Security Agency. The federal jurisdictions provides all the budgeting, knowledge, and technology so Social Security can scale the Social Security function across the country and get better and better at it.
This applies across education, transportation, social services, emergency services, and the many other agencies and government functions.
This is much better than one country doing a great job, and another having to start all over each time from scratch and doing a poor job most of the time.
Federal Agencies' districts can transition from district to district also and be portable, where they can educate and leave maintenance districts behind. For example a train operation can operate in a district, do the build out and move on.
About General Administration Civil Agencies
At the federal and district level there is always a General Administration Civil Agency.
General Administration agencies provide the general governmental functions which includes managing the other federal and district civil agencies.
In a sense General Administration agencies are like city offices, or the office of the president to ensure all the other agencies are operating correctly, however each agency has direct federal & district support with improves efficiency, budgeting, accountability, support, and much more.

Civil Agency System
Anytime a civil agency is created (i.e. District Parks) based on the by-laws they will have various capabilities provided by the Civil Agency System based on the by-laws configured by board vote.
