Bread - Provide the breed database to the market.

Approval - Ensure breeders are following federal and district Animal Agency legislation before animals are breed, and ensure all containers implement black lists.

This will be done with an registration of a pre-certificate and a post-certificate.

Tracking - Provide the tracking of animals and the ability for citizens to find dog owners with their phone using NITS Touch RFID where Animal Management webpage is shown, where the owner can collaborate with the person who found the dog for pickup.

Transfer - Provide the ability to register owners, and transfer them. Also provide a certificate of ownership in their personal profile.
